All functions available for actions

Is there any reason for not allowing all functions to be performed in an action? If I can do something with a softkey surely I should be able to build it into an action?

The current list is very limited, and while I know more things will be added based on user needs, it seems like a lost opportunity to just provide all functions and let the community come up with creative uses? It’s such a powerful feature and it seems artificially limited.
