Touch-n-Turn Encoder Failing?

Encoder works *mostly* correctly when turning it slowly (but still not 100%)
Anytime it’s turned quickly it jumps around like a S.O.B.
Clearly not good for fast adjustments at show time.

Any advice for fixing? or do I just need to replace the thing?
