You can use scenes for that. Create 2 scenes, block everything except strip assigns in recall filter. Bind softkeys to fire these scenes if you want.
Just dont forget to update the scenes if you change layout.

It seem that send/return busses can’t be linked via gagnging. But there is a way to use regular busses as send/return for fx instead (and link them)
Check this video for more insight.

If you need to set routing levels just once, it is better to set one of fx busses as you desire and just copy-paste routing to all the rest.

I also noticed that if crossfade and auto store are enabled, the system saves incorrect fader levels. It seem that saving happens after the crossfade starts to occur. As a result, the stored values are halfway between the two scenes.

PAFL settings such as AFL input and output are what I often change. It would be nice to have them as soft keys.
