I presume the noise you are referring to is the DC ‘bump’ as outputs stabilise on power on, and the similar voltage change on powering off.
It is common practice to always switch the console on first and off last in relation to any amplifiers or powered speakers, which is why the SQ does not have output relays.
However, the DX168 (along with the other expanders) does have output relays, which is mainly so that any issues with the digital connection or power do not output noise that may damage equipment, though also because it’s feasible these could be added to the system after everything else has already been powered up.
So to answer your question, this is down to the hardware design, and it’s not something that there are any plans to change.
