Effects in Outputs

I’m a novice at mixing but have been working on this for awhile so I’m asking for help! I’m mixing for a small 4 piece group each using a different output for in-ears. I can route effects to the in-ears but the effects are still heard when I bring down the out1 say fader level. Is there a pre send or post send switch for the outputs? What am I missing here?
