    I see that inputs 45/46 and 47/48 are stereo and appear on one fader. I’m also familiar with channel ganging. Is there any way to make 2 regular channels into a stereo pair without ganging?

    Not that I can see. You have 8 gangs in the system. Do you need more than 8 stereo channels? If not, you can gang two together and then hide the ganged channel on the bottom layer or not assign it to a fader at all. That way you have 1 fader that is effectively controlling 2 channels. I’m doing this now for some stereo keyboards and it works great.
