Here is a basic Windows Reaper template. Mapped . 16 channel.

You will need The latest version of Reaper.
I used the 64bit however i’m sure the 32 bit will work.
I tried several laptops and they both worked.
There are not LED lights in the mixer strips but you can see whats happening in your laptop window.
