What exact message do you see?
From the Qu MIDI Spec it should be two Note events. If your console configured on lowest MIDI channel and you want to control channel 2 I’d expect something like:
Mute OFF: 90 01 3F 90 01 00
Mute ON: 90 01 7F 90 01 00
If you’re able to turn Mute ON but not OFF, I guess the velocity of the first note event is zero resp. not between 01..3F (1..63).
