Yes, we’ll, that’s why it’s not called a surface, it’s an editor. No pfl or talkback or surface patching etc

This is in fact possible, if the second (or third or fourth) ‘surface’ is an editor (with physical faders attached if needed) and if you can do with half the channel count in case you want completely separate channel EQ for broadcast. I do see that this is maybe not the most ideal situation to avoid any training need, though
